The States and Territories have differently developed disability systems that will, in part, shape their responses. They will also confront a varying group of YPINH needing their input and support.
While there will certainly be common elements in each jurisdiction's implementation including assessment, transition and accommodation and support options, each state or territory will implement the COAG program differently.

Service development opportunities
While the Alliance believes that all three aspects of the COAG YPINH program are important to final resolution of this enduring issue, we assume that the majority of the funding will be used to develop new services.
We believe that existing government and NGO service delivery machinery can be utilised to deliver individualised options including provision of direct support, equipment, therapy and recreation opportunities, and the delivery of services into residential age care settings where needed.
But where new shared services are needed, the Alliance believes the following broad principles should apply.
Young Australians with complex support needs should have:
- choice about where they live and how they are supported
- access to quality information about policies and processes
- service planning that is comprehensive and individualised
- support options in which the resources follow the individual
- services provided by the most skilled and competent workforce available
- be involved in purchasing decisions regarding services: that is, services must be purchased with us not for us
- the knowledge and input of families and social networks valued and utilised in planning new services
As well as assessment of physical and other needs, whole of life planning that addresses the expectations and concerns YPINH have must also be included. The Alliance supports the involvement of YPINH and their families from the outset of the service development process so that services developed mesh as closely as possible with the declared wishes and expectations of the young people involved.
The infrastructure of accommodation, support and case management services that young people with high/complex support needs will require to have ‘lives worth living’ in the community, does not exist in any systematic way. Yet these young people may need to access the disability, aged care (for nursing support), community, housing and health sectors from time to time.
Implementing the YPINH Program is about developing this infrastructure and service developers need to be involved from the outset so they can assist in transition arrangements, begin developing collaborative working relationships with YPINH and their families and establish how best to support the rollout of these important programs.
